To develop future IoBTs that empower command by intent, as required by the current mission command doctrine, an interesting fundamental question arises: namely, how to reconcile a desire for increased initiative and autonomy of subordinate units, called for by the mission command doctrine, with the increased reliance on machines, devices, and intelligent algorithms at those subordinate units, in lieu of humans, advocated by the third offset strategy? How can one endow the resulting network of battlefield “things” (featuring fewer humans and more sensors, algorithms, and machines) with the assurances, self-awareness, learning capabilities, situation understanding, and trust properties needed to attain the inherent advantages of command by intent? IoBT REIGN will develop the necessary scientific foundations to answer the above questions, thereby enabling a new generation of IoBTs that are compliant with the new mission command doctrine.
